A former U.S. Army soldier from Oregon has admitted conspiring with active-duty troops to collect and pass sensitive military information to China.
Ruoyu Duan, 41, of Hillsboro pleaded guilty to conspiracy to gather and transmit national defense information, says the U.S. Attorney’s Office for the District of Oregon.
Court records show the scheme ran from November of 2021 to March of 2025. Duan paid soldiers to obtain details on Bradley, Stryker and HIMARS combat vehicles along with computer equipment, training materials, intelligence reports and technical manuals.
The information was then transferred to people in China.
Duan served in the Army from 2013 to 2017 and received training on handling classified material.
Federal agents arrested him on March 6th of 2025 after a grand jury indictment that also named active-duty Army officer Li Tian.
He faces up to 10 years in prison and a $250,000 fine. Sentencing is set for December 10th of 2026 before U.S. District Judge Karin Immergut.
The FBI and Army Counterintelligence Command handled the investigation.
