Russia has officially introduced a comprehensive regulatory framework for cryptocurrency trading, with the nation’s largest bank projecting the legitimate market could handle up to $46.43 billion during its first operational year.
The Central Bank of Russia implemented these regulatory measures effective September 1, 2026, enabling market participants to acquire digital currencies through licensed brokers, trading platforms, and investment management firms.
Anatoly Popov, Deputy Chairman of Sberbank, disclosed these projections to Russian state media outlet TASS, citing Finance Ministry intelligence indicating Russia’s daily cryptocurrency transaction volume currently averages approximately 50 billion rubles.
Based on current figures, Russia’s yearly crypto trading volume stands at approximately 18 trillion rubles. Popov anticipates roughly one-fifth of this activity will migrate to regulated exchanges within the initial twelve months.
Understanding the Market Projections
The projected range between 3.5 and 4 trillion rubles represents an educated estimate rather than a confirmed minimum threshold. According to TASS, first-year trading volume is “not expected to exceed” the 4 trillion ruble mark.
In terms of long-term outlook, Sberbank anticipates regulated cryptocurrency trading volume could grow to between 4.75 and 5.25 trillion rubles by 2028, eventually climbing to approximately 7.5 trillion rubles ($87.06 billion) by 2029.
Popov conceded that substantial cryptocurrency activity will continue operating beyond regulatory oversight. Unlicensed exchange platforms are projected to maintain significant market share within Russia’s broader crypto ecosystem.
Trading Eligibility and Asset Restrictions
The framework accommodates both qualified and non-qualified market participants, though under distinctly different conditions.
Non-qualified investors are required to successfully complete a knowledge assessment before executing cryptocurrency purchases. Their annual expenditure is capped at 300,000 rubles, approximately $3,800, through each authorized intermediary.
Qualified investors must also demonstrate competency through testing but operate without spending limitations. This category of investors is anticipated to receive access to an expanded selection of digital assets compared to standard retail participants.
Three cryptocurrencies have received exclusive authorization for trading on Russia’s official exchanges: Bitcoin, Ether, and Tether’s USDT. The Central Bank selected these assets based on criteria including market capitalization, trading volume, and established international price history.
Alternative cryptocurrencies remain unavailable through regulated channels unless they satisfy the central bank’s qualification criteria. This restriction may drive interest in altcoins toward unlicensed trading platforms.
Currently operating cryptocurrency exchange platforms may continue business operations throughout a transitional phase but must complete registration requirements by July 1, 2027. This extended timeline indicates the regulated marketplace will remain partially developed at launch.
Sberbank has announced intentions to introduce cryptocurrency trading, custody, and digital-depository solutions by December 1, 2026. The financial institution has not yet disclosed which specific assets will be supported or detailed its fee structure.
